One of my guys has Dr. Explosive that according to description gives +1 to rocket launcher skill and another one has Dr. Minigun that gives +1 to machine guns. The way it the skill description reads, if they have these perks, they should have 1 point in rocket launcher and machine guns, but they are showing 0 points still.
Is this a bug?

No, it is simply supposed to unlock the skill so you can start putting skill points in it (2 per level) - there are no perk points to put in these skills.

I agree. The perk should say better what it does. Like "Unlock Machine Guns" and no "Machine Guns +1". 😳
