when the game is 1 vs 1 or 2 vs 1 its not easy to find the enemy. and the other side always runs until a miracle happens like a disconnect or the Quit because the game is tiring! and he wins a lost game!!!!!!😕😡😲

Exactly. One possible solution is that if none of players attacks in 10 rounds, the positions of all the players will be reviewed. 😁

While this situation is annoying, this game has a number of self-balancing mechanics.
1 - Small maps. It is hard to hide, and virtually impossible to escape when you're seen.
2 - AP. When a unit runs and is chased, it can never actually outrun the chasing unit (unless you've got multiple AP perks that your opponent doesn't have). Eventually you'll hit a map-edge or an obstacle and you've got no where to run.
3 - Throwing a match. If your opponent manages to get a unit away, its because their unit wasn't participating in the fight (or runs early). Either way, it usually means you get to win an easy fight 3v2. There is no incentive to run and hide.
If there were more incentive to be the one to initiate the conflict, I think this sort of thing would happen much less. Mostly though, its just an inconvenience. Split up (but stay close to provide support), fire off binocs and once you locate the enemy once, they dont have a lot of scope to escape.

Good Tactics BUT
yes yur completely right about all U said and It was the first game in all the games I participated in that ended up like this BUT
1- I gave 3 martyrs in that difiicult game not to Perk and put my ally in the winning position BUT (my ally perked all the time and did not detect the situation that perking is may spoil winnig) and as U well said it very correctly perking = letting enemy get away.
2- unfortunately my ally was not brave enough to let enemy Use his APs to kill one of his Men and kill enemy the next turn to finish the game
3- my ally was portuguese and i could not explain the situation to him even if i had written 50 lines of chat in the game!
4- although i completely agree with u but people usually dont follow the tactics u said in the game because the dont believe in it (pity if u ally with them) they just wait until u fight and kill or get killed in a fight then they want to get involved in the confilict to reduce the number of their lost Men and kill the weakened enemy very easily but when we have a Time limit in the game the are less chances in this rare situations for quit (i was actually going to quit and not a winning get EXP although i need just 50 EXP to level up)
i guess policies like Time or turn limits in a game would result in a more chances that yur ally to show more bravery and get involved in a game
AND as u know Fear of unknown allies stops people from teaming up and start fights so as many players say these days are more difiicult to get to start a game!😁

Another thing is
As u said in a 3 vs 2 game there are high chances to find enemy because
1- there are 5 people in the game and the map is not so big
2- u have 3 men to find enemy and as the map is not so big there are not so many palces for enemy to run even if u had the chance of running enemy to a place too far from yur men
the longest game happens when its 2 vs 1 ! and u kame the mistake of letting enemy get far away by perking or other means!😁

Not Considering my rare situation
Time or turn limit gives an insight of how long the game may take and if u have somthing to do then u can decide to participate in the game or not in the first place not in the middle of the game so lowers the chances of an ally to quit because of an appointment or some other important things.😁

Yes, some games can really take a long time. Sometimes it's inadvertent as you both do circles trying to find each other. We have had some good ideas in the "Wish List" thread, one being a "sudden death" situation that is getting a lot of backing.
