what lvl can you aquire the heavy guns mastery?(if you are planing to have perk like that but if you arent,then,nvm.and also,how is rank determined/when will it increase and when will it decrese?ps:nvm talking about the rank deserter.i know how you get rank deserter.

You acquire Dr. Minigun perk at level 3, but you can't really use it until level 4 if you do it right.
Ranks are determined based on your wins and losses.

so far there are no rocket launchers/machine gun mastery perk
rank is mainly based on win/lost games ratio (imho)
