I imagine its the same rate as all areas which is 15%
Q: Do you mean that on average if you open 100 crates you should find about 15 arts?
A: No, that means that in 15% of started games there is an artifact in some crate.

YES always happens in our timezone, it gives others unfair advantage we lose many hours of gametime because of crashes, while others always get to play when they try..
