Can't choose perks
I have 2 assault units and 1 sniper and I want sniper to be critter. But i heard somewhere that machine guns have better crit rate😕. So i dont know what weapon to choose. And what is better at level 5, 4 heavy hand or 4 lucks? Any tips?

Have you tried it? I mean my sniper has been last unit alive or least damaged most times and i dont think that he will need a lot of health to stand in second line so he can do more damage and help my 2 other units.
So, what do I need? Heavy Hand or Luck?

The best way is to use all possible "Luck"-perks because "Heavy Hand" is just usefull if you have a lucky shoot. But with low levels lucky shoots are very, very rare. You will use many perks for no real advantage.
This perks just usefull at higher level if you use many Luck-perks and Heavy Hands.
With no Perks you have 1 crit every 10-20 shoots (Maybe max 1-2 crits per Match)
With some LuckPerks you have 1 crit every 8-15 shoots (Maybe max 2-3 crits per match)
With all LuckPerks you have 1 crit every 2-3 shoots
Good perks for low-level-snipers for example doc or another idea would be 10uzi-perks + bonusperks so you have a 14ap unit and your sniper could shoot 2 times per turn.
