so what your saying is that it takes perks like the damage resistance perk to get that blue sheild oh ok that makes things much easier ☺

Yup - that's the Turtle/Shelter perks kicking in when you see that "shield" go up. That reduces the damage they take from attacks... but it reduces their poison resistance (got acid grenades?) by the same percentage. Turtle reduces damage/poison resistance by 2% per unused AP and Shelter by 3%.
