First picture shows : Impossible to attack: currently player is not avaible for attack
but in second picture i can attack him normal it doesnt say that he isnt avaialble for attack, yes 15 mins have passed after his last game...our clans are in war...
what is happening???

yeah!
that same thing also happend to me man! ...i stil remember the clan war system was still new i was overloaded then someone atacked me! my nader was over loaded ,,,,then after i unloaded my things... i cant even throw nade or shoot my mp5 darn bug!
