May i ask that if anyone would know how to calculate the chance of getting a critical hit per shot with sniper ? like example what kind of shots will get a critical hit. There's an example from my friend which says that. I don't know how much luck and heavy hand he put , but he can say that example after 4-5 shots of normal damage , a critical will come . Or after a critical will come a scratch . So, anyone know how to calculate ?

AFAIK You cannot calculate this to be 100% sure. From my own experience - vinto at 80 skill 15% luck + 1xhand of doom can shot 1 critical of 3 shots, but more accurate is 1 crit of 4 shots. If comes of scratches - weapon skill and weapon You using is crucial here. Using guns on edge of its requied skill provide more scraches (except those with laser pointer of course). I don't think that there is a rule "1 scratch 3 regular, 1 crit" or so.
