Anything below level 10 tournament is stupid. Why? Think of how many players will join if level 3, 4, 5, 6, 7+. This tournament would take at least a month. Also, one player can have much as 10 accounts in this tournament - too unfair. And think, if it takes a couple of days for a tournament to start, I could easily reach a level below 10 too quickly. Tournaments are meant for players who already have this level account - not the other way around.
Another reason is there is too much unfairness. I think Vildy stated this above, but what if a tournament of 5-9 was started? A level 5 cannot even use metal armor, let alone RPK! The only real balanace would be 8-9 - and a tournament with only 2 levels in it is self-explanatory stupid.
It is not going to happen. I believe it was discussed before too...
Bottom line: If you want to participate in tournaments, you need to reach at least level 10.
