A much needed change to the anti-spam system.
I have found the anti spam system in the game to be extremely annoying. It has muted my friends often when just talking to them. So I think to prevent this you should have it so that a play can only be rate limited if someone votes to rate limit them. For example. I can type to my friend as fast as I want and as much as I want without being rate limited but if I am truly spamming him he can just click a little button that will rate limit me from that point on and if I keep up the spam I get silenced. There would have to be some tweaks to this though. For instance if someone randomly decides to vote to rate limit me in town chat I should only be rate limited in town chat. Other wise I might be typing quickly in a match and some random person in towns who is not playing with me could rate limit me and get me silenced in a match, same thing when I am sending whispers to someone.
