Is there a topic describing how the game calculates damage done to a character and how is accuracy affected upon various things (cover, range etc.)?

There is no thread but im sure the correct calculation is a secret.
Some things have influence: weapon, range, hitchance (maybe blindness), skill, criticalchance and ciritcal damage also armor and damageresistence of opponent
- Skills raise the damage of this kind of weapon, also the hitchance
damage = 0,25% per skill (1% more damage with 4 skill)
chance = 0,5 per skill (1% more with every 2nd skill)
- Range have influence in different ways. Some kind of weapons better at long range other better at short range. You will see this with mouse over the weapon or some explains at this thread
Easiest way to know the possible damage is mouse over the opponent unit. A small tooltip inside game show you the possible damage and hitchance. But opponent armor drop this damage. Also small hitchance could give you a scratch with less damage or a cirical hit with higher damage.
Check it out to learn how to use a weapon.
For example never use a shootgun at maximum range.
Another example sniperguns. Some of them have best possible damage at maximum range but a very small hitchance, you probably scratch.
Or one of the most mistakes is to use the sniperun vintorez with maximum range. At this weapon damage is always the same and close hitchance is better than far hitchance. But very often at games i see player who move his unit away from target before shot. Or he shoot and after shoot he move closer to opponent. With closer range this weapon is better.
Other thing is comparing of Ak47, SIG and AUG. Best hitchance and damage at long distance and very small damage and hitchance at close distance. But all these weapons have another maximum range. AK47 is best at a range of 9 (also the range of sight). SIG with range of 11 is best at range of 11 too. If you have just 1 unit remain with sight of 9 its better to use AK47. Just if you have another unit for vision or scoping and you can shoot 10-11 steps away you should prefer SIG. AUG with range of 13 is the same.
