i saw perk endurens in mele and it says

ap-1
what does it meen?

+3 ap just to movment man and with this you lose 1 ap to use...so you have 14 ap>> 11 to use and 3 just to movment

The perks have unique properties. If a perk says MP+3, AP-1 (your case), you lose one action point but gain three movement points. That means you generally lose an attack chance, but you can move a little farther now. You can get that AP back though through other perks

You have to look at the future too (and tactically speaking too). Some of the higher level assault rifles have an AP cost of 5 instead of the usual 4. So you can't shoot it three times even with the 3 MP perk. Also, the perk was designed so that players could get to cover after attacking twice... aka. Guerrilla War - a very recommended approach to playing. Pop out from cover to attack, then get back to it so that they can't shoot back!

if you are high lvl it is easy for you to say in the futer becusr you know more perks then me and wupen allso if you have cash you can reset bute me in the begining of game not know what to do to preper for the ferter on in the game

Even if you know it wont help you. You have to try everything yourself to see what you like the most.

and propably change all again
so i will give an advice for free now,
think what is that you like and your play method
and invest this way but thinking that lvl 25 is around the corner ☺

Man I know exactly what you mean!!!
My first account got to level 13. then I realized I had to make a new one because it was pretty bad (not awefull, but needed improvements).
Then I made The new account, which is awesome, but Now im level 21 I realize I could have done it much better. My sniper has only 1 shot while every other level 20 in the game has 2 for instance :O But im not a casher so cant redo it, And im level 21 so obviously dont want to restart all over again.
Do yourself a favor - look at the beginners guide. it could help you out in the future. otherwise you'll just have more than 1 account like I do, right now with a level 21 and a level 11.

first i am not noob this is not my first nor scend acc bute now i have good acc lvl 14 and every lvl i get i do not now to what wxpect and i all ways live 1 perk point just for the pocibilty that i will need it to change my stratgy ,
so whay i am saying it will be alot nicer if i now what will be in the fuer or at list 5 lvl up.
