can a clan leader when he is war deserted change privilenges to other clan members ??? 😕

srry. i like to say about clans : cuz i ask to join a clan and the leader accepts me by asking if im goos casher and stuff, why is it hard to join 1 of the other clan in top 10+ they like go saying no.its like i ask 1 week early they say oke to me wait til monday. monday i come and they dont accept me. whats the prob whit those clans
